If your talking Aluminum...then hell yeah, tacks are definitely stronger than a full penetration weld! I won't bother explaining why, because most already know.
For thinner steel, I have already expressed my opinion on the subject.

I was referring to the high volume of steel that is being consumed here in Alberta. When this happens, supply can't keep up with demand, so Quality suffers.

umm..I think your ass backwards on tacking aluminum The heat that aluminum dissapates is so much that doing any type of tack other than a full penetration weld is set up for failure. Its going to be way too cold to make any fusion.

Nope, Aluminum work hardens and cracks along the welded seam. A 2" Stitch welded pattern seems to work better in structural Aluminum applications.
As for heat dissipation, thats what pre-heat is for.
but...there's no point arguing. You do it your way and I'll do it the right way.
